Paulo was working for Howard L. Zukerman as his personal chef. Unknown to Zukerman, Paulo was also working with Nikki to steal his diamonds, worth about $8 million.

As we found out via the better screencaps in Exposé that these were cigerettes/cigars that the Others, probably Tom had been smoking whilst they were observing the Swan.
