We found out in Live Together Die Alone that it was Kelvin's partner Radzinsky that editied the film to remove the parts about contacting the other stations.

In Live Together Die Alone we find out that it was Kelvin's ex-hatch partner Radzinsky who created the Blast Door map. It was continued by Kelvin after Radzinsky died.
